Issuing, Acquiring & the Four-Party Model
Map who does what when a card is used: issuer, acquirer, network, and merchant — and how three-party models differ.
Objectives
- ▸Define issuing vs acquiring in one sentence each
- ▸Draw the four-party model and money/message flows
- ▸Contrast four-party schemes with three-party (Amex-style) models
- ▸Identify where fintechs plug in (BIN sponsor, processor, program manager)
The issuer is the institution that underwrites and owns the cardholder account — credit limit, debit deposit account, or prepaid balance. Issuers perform authorization decisions, manage fraud controls, bill/statement cycles (credit), and handle disputes on the cardholder side. Many fintech 'issuers' are program managers on a BIN-sponsored bank; the licensed bank remains the scheme member of record.
- Issuer processor: authorizes and maintains card accounts
- BIN / IIN: identifies the issuer under the network
- Program manager: UX, rewards, support — often not the license holder
