India Stack vs Global CDD & Travel Rule Intro

CKYC, DigiLocker, Aadhaar eKYC, and PMLA in practice—mapped to FATF-style CDD/EDD and an introduction to the Travel Rule for VASPs and cross-border payments.

Objectives

  • ▸Describe India’s reusable KYC infrastructure (CKYC, DigiLocker, Aadhaar eKYC)
  • ▸Map local rails to global CDD/EDD expectations
  • ▸Explain Travel Rule purpose at a product level
  • ▸Identify when local digital KYC still needs bank-grade overlays

India offers shared infrastructure that reduces repeat KYC friction when used lawfully and with consent.

  • CKYC (Central KYC): repository where regulated entities can fetch/store KYC records with consent and eligibility.
  • DigiLocker: issued documents (Aadhaar XML, PAN, driving licence, etc.) as digitally signed artefacts.
  • Aadhaar eKYC / offline eKYC: biometric or OTP-based (subject to current regulatory permissions for the entity type).
  • PAN, GSTIN, MCA filings: entity and tax identity triangulation for KYB.
Consent & purpose limitation

Aadhaar and DigiLocker use is tightly regulated. Product copy and API design must reflect lawful purpose, user consent, and data minimization—not ‘collect everything.’
